Madeleine Albright says she believes he's just a puppet. The more I read about him, the more I agree with that summing up. It would certainly explain what seems like a solid wooden head. Who prepares the executive orders? I suspect his "Chief Strategist" was the one who put that particular EO on the table, giving himself an elevated position over other, more important members of the Council.

I don't know that "puppet" is exactly on point. He's certainly sloppy and inattentive to details, which provides an excellent opportunity for those of his staff who have agendas of their own -- which means, effectively, all of them. And I suspect he's easily led, as long as it's a direction he thinks he wants to go.

But, I suppose the end result is the same.
